Here's what's here:
Rpm2tar is a utility for converting the files contained in a binary RPM package into a gzipped tar archive. Rpm2tar attempts to preserve file ownership, groups, and permissions as they are stored in the RPM package.
Rpm2tar requires rpm-devel-3.0.5 in order to build. Because rpm2tar links statically by default, it is not necessary for a particular version of rpm to be installed in order to run rpm2tar.
